5 years. Teacher Retention

There have been much research conducted regarding the reasons for teacher turnover. However, there has been little research conducted in an effort to determine why teachers choose to stay in low – performing, urban school districts after a period of 5 years.
In creating my research proposal, I am torn between the types of research questions to be addressed. Should I focus on (a) Creating a quantitative study regarding teachers in urban school districts who have been employed longer than 5 years and attempt to determine the reasons they were able to become retained? or (b) The effect that school administration has on teacher career decisions in urban schools (again, teachers over the 5-year attrition mark).
